I'm about to buy a ticket to BWI, and I need to meet a friend who will be landing on DCA. Our flights get there around 11:45p on a thursday. Is there a way that I could get from BWI to DCA (train or bus) at that time? Thanks.

There is a NE regional train that is at BWI at 11:52PM. You probably won't catch that one. The next train is #177 at 12:52AM
which arrives at Washington Union station at 1:25AM. The fare is $11.00.
Have your friend ride on the Metro to Union station to meet you.
Where is your lodging?
The next Amtrak train after #177 is about 6:25 AM at BWI.
I'm not sure about the hours of the Washington Metro.
Why not just meet at your hotel rather than at DCA? On a weekday, the last Metro trains from DCA into D.C. leave around 11:45 pm and the last Metro train toward Alexandria leaves around 12:20 am. So, he'll probably need to take a cab to wherever he is headed. And once you get to Union Station from BWI, you'll have to catch a cab as well since Metro will have stopped running by the time you get there.

It makes no sense to trek to another airport - esp if the planes are landing around the same time - you will have a long trek and your friend will have along wait at a part of the airport with few services. Agree meeting at your hotel makes much more sense.
