I'm arriving on a CX flight into T8 @ 12pm and transfering to an AA flight at T7.
1) Is 3 hours sufficient time to get through passport control, collect and re-check baggage, and check-in at T7?
2) Can I re-check in luggage for the AA flight at T8 immediately after collecting luggage, or can I only re-check in luggage at T7?

Cathay (T7) to AA (T8)will be an easy transfer. Both airlines are part of the oneworld alliance. Your bags will be tagged all the way to your final AA destination so all you will have to do is drop them off right outside customs.
You should check-in online with AA before you leave home, so all you'd need to do would be to take the free JFK AirTrain 1 stop from T7 to T8.
Even if you don't checkin with AA online, you may be able to even get an AA boarding pass from CX at your origin being that they are both oneworld.
3hrs is plenty of time.
