I have a 4.5-hr layover at Lambert Airport and know little about St. Louis. Is that enough time to take Metro to downtown and see the Arch/grab a quick bite? Thanks-

It's about 45 minutes downtown to the Arch/LaCledes landing stop, 10 minutes to walk over to the Arch.
If all goes smoothly (you get right on a Metro and don't wait 15 minutes for one) you're looking at an hour to the Arch and an hour from the arch. You need to check back in at the airport 90 minutes in advance. That means you've 1 hour left over.
If it's a busy weekend afternoon in summer the ticket times to ride up will be much later in the day.
If you really just want to see it you should be able too. I think there's still a McDonalds tied up to the landing in front of the Arch for the "quick bite."
