It depends on your standards. Believe it or not, here's the website, complete with detailed descriptions, of a guy who snorkles off Singer Island!

The best area reefs are said to be off of Ft. Lauderdale. There are charters that will take you out.
I haven't tried either of these. Pennekamp is justly famous.

Don't discount the Palm Beach area yet. I have a number of friends who are avid divers and they really enjoy perusing the waters around here... Not really. Just a bunch of rich people who vacation over the winter there. Ft. L. is supposed to have reef but you will be amazed at the wonderful reef at John Pennekamp Park. It is 60 miles south of Miami, so I'd say about 120 miles from Palm Beach. It would be worth the trip. I went on a glass bottom boat and the amount of sea life was amazing. We saw barracuda, shark and many colorful fish while viewing. There are snorkeling trips too and you can rent your own boat.
