Cozy cab (google cozy cab newport) has a shuttle service that needs reservations, but not cheap ($40 per person, maybe?) however it is reliable and if it fits in with your schedule it is pretty fast.
Depending on the time of year you visit you can take a short bus ride via RIPTA to connect to a fast ferry. Longer, not sure if it is cheaper than a shuttle, but much more scenic.
How long are you staying and how many are in your party? If you are there for only a short time with 3-4 people, it may be cheaper or at least as cheap and maybe more convenient to rent a car than take a shuttle or public transportation. My wife and I have sometimes found it so, even when the rental car remained parked the entire time we were in Newport.
