I'll be awake from 11pm until about 2pm, want to do some shopping. Mainly clothes, probably camping equipment as well. Are there many places open 24h? Where would I start? Outlet centers? End of season sales? What are my options?
And where would I want to stay for a week where it's not too cold? Hilton Head Island? Better alternatives?

I would be surprised if you found many shopping places open after 10 PM above the Walmart level.
If that is satisfactory, you need to inquire locally about which areas are safe at that time of night.
There are many places -- not just Atlanta -- where if you really wanted to get robbed, the parking lot of a big box store at 3 AM would be a good place to start.
Unless you are in Atlanta on Thanksgiving and the day after, you won't find any stores open between 11pm and 9am (except Walmarts). Walmart does have some camping gear, and would be your cheapest option. REI and Bass Pro Shops have better, but more expensive, gear. There are a few, higher end, independent camping gear shops in the Buckhead area. There is a Coleman outlet in Commerce, GA.
Hilton Head probably won't be much warmer than Atlanta in January. For warm weather, you'll need to go south to at least Orlando, FL.
Don't waste your time going to Underground. No real stores, just tourist junk.
In Jan the FL Keys MAY be warm - but to be sure you need to do Carib or Hawaii.
There's not much to see or shop for at Underground Atlanta. For hours between 11 pm and 2 am, you pretty much have Wal-Mart and grocery stores to choose from in Atlanta. Target closes at 11pm. REI is a great store, but again not open at those hours.
