Seattle Off-Airport Car Rentals?

Looking for some of your fine expertise here. We're flying into SeaTac on a Saturday evening in September, plan to spend the night at an airport hotel (Priceline), and leave the next morning for a leisurely day trip to Port Angeles. From PA we'll catch the ferry to Victoria for a couple of days and round out the week in Vancouver.

So - car rentals at the airport are running a little high, and I see we can save >$100 by renting offsite. I've tentatively reserved a Budget car (at 2200 7th Avenue). On the return, we plan to spend the day in Seattle (returning the car first), visit Pike Market, etc., then return to an airport hotel for a very early am flight back to Florida.

My questions are:

(1) Is that Budget location a good choice, or are there better options? (there is also one at 801 4th Ave)
(2) Other car companies you might recommend (remember that we will be in B.C. and will need to be able to cross the border
(3) Transportation to/from airport - Light Rail or ? What stop(s) ?

Although we fly into Seattle about once a year, we have always rented at the airport. Given that we are not leaving until the next morning, would like to look at options.
