Seattle City Tour

We'll be arriving in downtown Seattle on Sunday, 09/01 around 1:30pm, and were thinking of taking a 3:30 or 4:00pm, 3 hour city tour , offered through a local tour company (small van). Our only concern is, with the Bumbershoot Music Festival happening that weekend in Seattle Center, will this idea still be feasible, in view of the increased traffic (both auto and pedestrian)?
Another option, would be to postpone this tour until after Bumbershoot ends, on Tuesday, 09/03.
