Check Oceanaire in Baltimore and DC. This is a small chain from Minneapolis that has had great success in Seattle--a town famous for its own great local seafood restaurants.
If your going to be in annapolis, cantlers is an awesome experience. It's right on inlet from the bay, you can watch crabs coming off the boat, it's our favorite crab shack in maryland. It is tough to get to though, but well worth it.
Any towns on the Eastern Shore of Maryland, where the crab boats come in, have small crab restaurants -- you sit outside at picnic tables covered in paper, with mallets and a batch of crabs & beer. You can sit for hours, visiting with other people nearby while you pick at the crabs. St. Michael's is one picturesque town there with some history & architecture as well as good crab places. Can't think of the name of any one restaurant but have tried many.
