Considering Sandusky is home of one of the largest roller coaster parks, I'm not sure if there really is such thing as "fine dining". I would check the Breakers though, which is the hotel that is attached to the park.

We have eaten twice at MomAmi,a winery and restaurant about 20min from Sandusky, and both times were very pleased. I would not call it exactly fine dining but upscale. I called them to ask if they were open New Years Eve, and they are, with entertainment, and they are taking reservations:

Andy, you should trying posting your request on the Midwest board of Chowhound.com. They have lots of restaurant suggestions.
