I'm planning a trip to Rhode Island from June 4 to June 11 and am thinking about staying in Portsmouth. I'd like to know more about the traffic patterns on and off the island? How is the traffic on the Claiborne Pell Bridge and the Mt Hope Bridge? Are there certain times of day when the traffic is heavier than normal? What roads should I take?

In my experience, the Newport Bridge (Claiborne Pell Bridge) has a lot of traffic about 2-4pm during the summer. Although June 4 to 11 will have some nice weather, the beaches and other Newport activities will not cause a lot of traffic. If you will be traveling North on 95 from Newport to Providence, then you will hit traffic at rush hour.
What are your plans for Newport?
The Newport/Pell bridge has a $4.00 toll each way. There is no toll on the Mount Hope Bridge.
I don't know where you are coming from, but I would allow about twice as long for any given distance than in most other places, whichever route you take. There is a lot of traffic in the area, and there always seems to be construction bottlenecks. But it is a gorgeous area.
"What roads should I take?"
It depends on where you are going.
If you are going to Providence, you don't need to take any of those bridges. If you're going to Bristol, you have to take the Mt. Hope Bridge. If you're going to Newport, RT138 (East Main Road) will be less congested than RT114 (West Main Road).
It sort of all depends on your plans.
