You want a quiet campground I would suggest Lavapoint in Zion. It is on the mesa top and is definitely off the beaten path.
But if you want my favorite campground it would have to be Devil's Garden in Arches. It is not a "noisy" campground, but you aren't by yourself.
The campgrounds at Dead Horse Point and Island in the sky at Canyonlands are right behind Arches for great places to stay.

Capitol Reef, right in the middle of both of them-- has prettiest campground on the planet and many people don't visit the park. They do have a few back country sights that you can camp at from your car. I think those only have like 4 sites at them each. Deadhorse Point is usually pretty windy. Canyonlands might have some back country site as well.
Goblin Valley is another cool place to stay
I really don't know that you could go wrong at any of them.
Just go to the place that you want to see the most. Bryce and Arches are both great places.

If you mean a quiet campground as far as the main campgrounds in these two Natl parks, I would say Arches. It's a small campground and the layout is a long string of camp sites, not multiple "loops" like in many of the larger park campgrounds. Also, there are no showers, but the restrooms do have flush toilets. Arches is a very small campground and you should have res far in advance! There are some first come first serve spots, but these fill up in minutes.

Outside of Arches, there are several state rec campgrounds all along the CO River. Some are nicer than others, and many have received extensive improvements over the last few years.
