It will not be easy with luggage. You'll be crossing roadways that are not pedestrian friendly.
I srongly advise taking the "A" shuttle bus. You will cut your transit time in half and will arrive at T7 in one piece.

I've walked from T1 to T7. I can describe the walk coming back, the way I know, anyway.
Your United arrival will be on the 3rd floor of the terminal. There is a pedestrian bridge from the 3rd floor across the road to the top deck of the T7 parking garage.
You would walk across the T7 lot and up a short flight of stairs to the top deck of the T1 parking garage.
Then there is a bridge across the road to T1. There is an elevator there which will probably be broken so you will have to walk down a flight of stairs to the 2nd, departure, level of T1.
The only problem is getting to the bridge at T7. On that third floor there is a security checkpoint (line starts on the bridge). If you can go out that way (doubt it) then it would be easy to get to that first bridge.
Otherwise, from the 3rd floor you would have to take escalators down to the 1st, ground floor, where baggage claim is and then elevator back up to the third floor bridge.
I assume you could walk at ground level across the roads and through the parking garages.
Traffic is not a problem crossing those roads because there are redlights at the crosswalks (people do have to get between their cars in the garage and the terminals, after all). It is safe.
Do not cross the road against the light or you may get a jaywalking ticket. I did.
Or, as logandog suggested, once down to ground level, go to the island under the blue sign and wait for the "All Terminals" shuttle, aka the "A" bus. Do not take any of the other shuttles (B,C,G) which go off the airport property.

Yes, that shows how you have to bear left across the T7 parking structure to get to the steps connecting to the T1 parking.
From the T3 bridge you take an elevator (always working when I tried it) or steps to get to the T1 parking roof.
