Getting from SeaTac to Seattle is no problem on the light rail.
You can check the King County website for the bus connection.

If you're coming into SeaTac during waking hours, the Link Light Rail runs so often from the airport that you don't even need a schedule.
That will put you in central Seattle, and Ballard is just a short bus trip from there on the Rapid Ride D line:

IT, too, runs so often that you won't likely need a schedule.
The Rail from the airport brings you to a tunnel beneath 3rd avenue, and the D Line will run ON 3rd avenue up above.
(none of that will work especially well if you happen to be arriving at 2:00am or something)
