I'm going to be in Portland for a few days in mid-March and would like to head to the coast to see a sunset one evening. What would be the best place? I could stop along the way at places of interest, e.g. waterfalls, ice cream, winery, tidepooling. Thank you.

On a good weather day, leave Portland early in the morning and have lunch in Cannon Beach. Look around town and Ecola State Park for a place where you can compose a great sunset picture with Haystack Rock or another rock in the foreground. Good luck on getting the type of weather that makes great pictures.
Spend a night at the coast rather than driving back to Portland in the dark.
If you run into a two night minimum in Cannon Beach, head north to stay in Seaside.
In mid March you will not come up against the usual 2-3 night stay requirements in Cannon Beach, unless it is a weekend.
That said, head to Ecola State Park. Stunning views from there.
Tidepools are great at the base of Haystack Rock there in Cannon Beach, but only at low tide.
Tillamook is known for their ice cream.
Definitely take tom's advice and stay the night. Don't try driving back in the dark. The road is not ideal for that.
There are some wineries not far off of hwy 26, but the best will be SW of there, around Newberg/McMinnville. We have over 200 wineries in this region alone, and our pinot noirs are world class.
