Parking Meters/Disabled Placards - DE

The DE DMV website does not appear to provide information telling me whether or not I have to put money in parking meters or whether or not I may park in time-limited spaces without worrying about those limits. VA says I may park free at meters for up to four hours. NC says I may park without regard to time limit restrictions but does not say whether or not I have to put money in the meters.

Accurate information or a website which provides same for DE would be appreciated.
