Newark to Washington DC

As I have already written in anothr message, my 23 years old Daughter is flying from Milan to NJC - Newark airport next 1st of March for a two weeks stay in US.
She is now considering to stay in NYC the last week of her trip and move to Washington DC just after her arrival (she colud sleep the night after the flight arrival close to EWR airport and move to W.DC next day).
The first question is: is better to fly from Newark to Washington DC or use bus / train?
Are there low-cost / one way flights (as Ryanair or EasyJet in Europe) available on this route?
Instead, if she has to get bus or train she has to move (and sleep on night) in downtown NYC?
