I always see vies from across the river of the skyline in movies and on TV. Where would be the best place to go in New Jersey to see the city light up at night? How do we get there on public transportation? We have ridden the Roosevelt tram at night, taken the circle line harbor lights tour (not offered in Dec this year, wah) and walked along the Brooklyn Promenade. Thanks!

You have relatively few options right now. But by December you should be able to take the PATH to Hoboken or Jersey City's Newport station (or Exchange Place, which is desolate at night but closer to the water). But the World Trade Center PATH station is offline. I think it will depend when in December you are here. If early, then you may still have some problems.
In short, consider 1) taking the Staten Island ferry; 2) going to the Brooklyn or Long Island City waterfront (the Promenade in Brooklyn Heights or Brooklyn Bridge park both offer outstanding views of Manhattan, albeit not from the New Jersey side); or 3) taking your changes with the PATH. Hoboken should be in better shape by December, and that's a fun place to go out in its own right.
Or you could just take in the view from Top of the Rock, but of course that's not the same, I realize.
Not easy at the moment and depends on when the PATH finally comes back online.
Not sure about ferries to NJ - you can check NY Waterways to see if they have any to Jersey this time of year.
