I've read tips on visiting the Guggenheim which advise to take the elevator to the top and walk down the spiral down to the ground floor of the museum. On the Guggenheim website right now it says that all the ramps are temporarily closed for setting up the next exhibition. Does that mean this tip can't be followed. Are the ramps and the spiral one-iin-the-same?

From what I can see on the museum website it looks like the main part of the museum (yes the ramps are the spiral part) is closed until June 8th

They're even offering reduced priced admission (not specified) because of it, which is unprecedented.
Many people find the interior architecture of the museum a major reason to go, so unless you're interested in the exhibits in the smaller gallery, you might skip the museum on your visit.
Unless the Guggenheim has a specific exhibit that you really want to see - the main reason to go is the architecture (the permanent collection isn't so much). With the spiral ramp closed I don't think it's really worth your time given the huge number of other museum choices.
Since Frank Lloyd Wright meant for you to go to the top and walk down he would suggest that you wait till the "ramps" are open. Still, It's a beautiful thing to see from the ground floor and you can see those Calder mobiles doing their thing.
