We will be arriving at Ronald Reagan Airport at 10pm on a Friday night. After checking into our hotel in Dupont Circle, we will need to find dinner at a nearby restaurant. Can anyone suggest a restaurant with "nicer" type bar food that serves food really late?

You'll have a fair number of choices especially given you'll be arriving on a Friday night.
A few suggestions:
Kramer Books and Afterwards (bookstore and cafe)
Agora (mediterranean/greek)
Pizzeria Paradiso
Bistrot du Coin (french bistro - very busy and sometimes noisy)
Annies Paramount Steakhouse (steakhouse/breakfast)
Hank's Oyster Bar is open until 2 a.m. on weekends.
The bar at Urbana may still serve food, although I'm not sure.
I recommend Bistrot du Coin, too. It can indeed get noisy, but IMO it's convivial noise, not club-crazy, if you know what I mean.
We were in Du Pont Circle in March. Second on Hank's Oyster Bar or Bistrot du Coin.

Long overdue update: We went to bistro du coin and it was fantastic! Loved the ravioli. I would highly recommend this place.
