I haven't heard about this place in years. Like you, the reviews I've seen are mixed - lots of bad ones - and since there are so many good places to stay in NO, I can't think of any reason to book there.
Consulting a map online shows that this place is located a bit off the beaten path, at the northeastern edge of the French Quarter on Esplanade Ave. about a block from Rampart Street. I'd have questions about the safety of the area at night, myself.
SusanCS is right, there are plenty enough NOLA lodging options that are good, as well as more centrally located. I'd pass on it, myself.
