My answer would be no. My son and I spent three days at McArthur-Burney and could have stayed another week. I know where the city of Klamath Falls is located but don't have a clue as to where the falls themselves are. If they are like Multnomah Falls up on the Columbia, three hours might be enough if you are not a hiker.

Burney Falls are magical. Make sure you go all the way to the bottom and if possible in the morning to see the rainbow. However, unless you plan to hike other trails, picnic, etc, I can't see that you'd spend more than an hour at the most there as trail to falls is very short.
