Making frequent trips to the USA - help me with data plan options

I visit the US frequently from Canada.

I managed to get along with just wi-fi for my laptop for a long time, but in the past few months, I have wanted to use data with my iPhone. So far, this has been a costly experience, even with the best options available from my provider (Fido).

My iPhone 4S is locked, and I'm not sure how easy it is to get it unlocked. I'm considering several options.

1) Get a cheapo smartphone somehow, and sign up for a Pay-as-you-go plan. I would have to forego my iPhone use.
2) Just get a USA phone and plan.
a) Maybe something like http://www.clear.com/packages? Would that work with a locked iPhone?
b) Maybe an AT&T plan - is there anything that would help with a locked iPhone?
3) Use something like RoamMobility.com, but that won't work with a locked iPhone.

The ideal situation would be to have mobile Internet also available for my laptop, as well as my smartphone.

Can anyone provide suggestions for this?
