Looking for an ocean view restaurant--Rehoboth to Ocean City

Looking for an ocean view restaurant--Rehoboth to Ocean City
I want to take my visiting 82-year old mother to a leisurely lunch or brunch where there's a good view of the ocean from every table. Not looking for outstanding cuisine but for someplace that an elderly person would feel welcome, graciously served and unhurried.
And an exceptionally good ocean view, preferably of surf, is absolutely the top consideration. She lives far from the ocean, hasn't seen it for many, many years and may never again, and I'd just like her to be able to watch and enjoy it through an unhurried meal.
We will be coming from the DC area especially for this purpose, with our only other activity being to drive some along the shore in this area and to stop and look at some good ocean viewpoints, so location of the restaurant along the coast isn't as important as finding the best place for this purpose. Ideas?

For ocean views, excellent food, moderate prices, we really enjoy Victoria's at the Boardwalk Plaza in Rehoboth.

I'm sure your mother would enjoy the vintage Victorian decor and "old world" atmosphere and service.
The hotel/restaurant is nearly right on the beach (separated only by a wide sidewalk). The patio tables are fantastic in the nice weather. Next to the beach on the other side of the sidewalk are Adirondack benches for enjoying the views.
The drive down Route 1 through Dewey Beach and the Delaware Seashore State Park is beautiful. But, you'll want to turn around when you reach Ocean City.

Mango's on Bethany Beach has a nice ocean view. It is very family friendly, however, so there may be lots of kids. This may or may not appeal to you.

Does anyone else have comments about either of these two places?
While I have visited the area (just not especially in search of ocean views from the comfort of a restaurant, as my mother needs to do, as opposed to from the beach itself) I understand djkbooks' comments about how the atmosphere chasnges once one crosses the Delaware line into OC.
However, I'm not ruling out a restaurant in OC if I decide it's the best choice for my mom's needs this time.

I was born and raised in Baltimore. Went to Ocean City nearly every year through college. Most recent visit was last year (side trip from Rehoboth). The growth and development continue to astonish me.

The Beach Plaza Hotel on 13th Street and Ocean In Ocean City is the perfect place. Ask for a table near the ocean. Phillips Seafood runs the restaurant and is the BEST Phillips ever. Your mom would sooooo enjoy sitting on the front porch of the hotel after dinner in a big rocking chair and enjoy the ocean while under a canopy roof. The service is impeccable and the waiters and waitresses are all uniformed. There is usually a piano player in the lobby and a bar if you want to have a drink while you wait. It really is the perfect place to take her IMHO>

Thanks to those who have replied already. I've received some other recommendations from other sources which I'd like to run by the knowledgeable people here. One is the Victorian Room at the Dunes Manor Hotel in OC. Could anyone comment on it, or compare it to Victoria's in Rehoboth? They sound very similar.
Also a couple of other OC hotel oceanview dining rooms--Reflections, in the Princess Royale Hotel the recommender thought, and Schooners, which which was remembered as being in one of the chain hotels, maybe Clarion or Holiday Inn. Additionally an OC place called Harrison's, not in a hotel. Anyone know these restaurants, especially the views?
Does anyone know if any of these restaurants are tiered (tables at different levels overlooking a window), which helps ensure a better view from each table?

My Mom's mobility, and her tolerance for being outside for any period, especially in the sun, are both pretty limited. Here's another vote for Victoria's at the Boardwalk Plaza in Rehoboth.
One of the problems with ocean-view parking is that it would be accessible to ocean storms, and consequently vulnerable to destruction.
That said, I can think of two places where it might be possible to view the ocean from a car, though I'm speaking from memory here.
First is a small section of metered parking at the north end of the Rehoboth boardwalk.

Thanks very much Bookhall, I appreciate having your opinion on Victoria's, and the parking area viewpoint info you provided will be extremely useful, especially if such spots are as hard to find as you imply they may turn out to be.
