I'm considering a garden tour out of Philadelphia. We plan to see Chanticleer, Longwood, Winterthur, etc. Would July be a good time to do this?

Gardens like Longwood are designed, as I'm sure you're aware, to be interesting all year round, but the weather in July can be pretty brutal. If hot/humid aren't a problem, you're good to go; personally, I'd prefer earlier or later if it were possible due to the amount of walking around involved. (October is usually a lovely time in the area, for instance.) There can be some beautiful days in July, but usually? Not so much.

Of course, any time is a good time to visit Philadelphia and the area...
July will be when the flowers are in full bloom, so the outdoor exhibits will be better than they'd be in, say, January (particularly when buried under half a meter of snow). But, as Amy noted, summer heat indices in Philly can be brutal. May or June would be better.
