If you own your own Prius and live in Seattle and take 3 friends who pay for the gas in Bellingham it could be very cheap. You can't share the cost of a Passport.

If traveling while the ferry is running, probably Anacortes - Sidney is the cheapest alternative. (WA State ferries.) Or, Port Angeles - Victoria on the Coho might be cheaper if you drive around the bottom of Puget Sound; using a ferry to cross from Seattle to Bainbridge will add enough that Anacortes will probably be cheaper overall.
Going over the BC line to the Tsawwassen boat used to be the cheapest, but I don't think it is any more, since the Coho and WA ferries include the driver's passage with the car fare, while on the BC boats it's all a la carte.

You have been given all the options of going by car from
Seattle to Victoria.
You could also take a bus from Seattle to Port Angeles and
then take a foot ferry to Victoria.
What do you mean by this?
Or possibly share options.
