I live about an hour from San Antonio and frequently have "stay-cations" there or meet friends from other cities there because it's such a fun place to go. The Valencia is a beautiful boutique hotel. I've only been in the bar and lobby, so I can't comment on the rooms. The Embassy Suites is older and I've not stayed there so I can't comment on the condition. Neither would be my choice. While technically, they are on the Riverwalk, they are on a remote area of it. I would suggest staying in a more vibrant area, especially in October. It's not like you'll have the crowds of summer. Don't worry about noise in the more active areas. All of the nicer hotels have excellent sound proofing.
I don't know what the prices will be in October, but I highly recommend these hotels for their location, amenities, comfort, etc. These are my "go tos" and I've stayed in many.
Drury Inn Plaza (not Inn and Suites - there are two on the RW)
Marriott River Center
Marriott Riverwalk
Hyatt Regency
I think all of these could definitely be in your price range depending on whether or not anything is going on in the city that would cause a rate hike. I don't know if you'll have a car, but check parking too. It can be as high as $50/day. Drury parking rates are very reasonable, less then $20/day if I remember correctly.
Restaurants: Definitely eat Tex-Mex. What other kinds of food do you like and I can give specific recommendations. Also price range, will you have a car, casual vs. special dinner, etc.
Unfortunately, like many tourist destinations, great food can be lacking on the Riverwalk, esp. in terms of great Tex-Mex - there are a ton of restaurants, but many are mediocre and some are just plain bad. If you're willing to walk about a mile or catch a trolley, you can find much better Tex-Mex than what you find on the RW. I prefer the RW Tex-Mex restaurants for a margarita, chips, and people watching vs. a meal.

thanks Darlenef17. Will check these out. I do want to stay in the heart of things. We like most foods, American, Italian, French, Mexican. Not too fond of Indian but most everything else is good. Good idea about eating outside the tourist area.
