I'll be in Boulder at the end of April with my college aged niece and would appreciate recommendations for moderately priced hotel (up to $150), fun things to do, shopping sites, and places to eat. Is it better to stay right in the downtown? We're definitely going to hit the Celestial Seasonings Tour but am open to suggestions.

We've had lots of people stay at the Quality Inn and enjoy it. It's walking distance to both Pearl Street Mall (pedestrian mall - more local/upscale shops) and 29th Street (Macy's, Nordstroms Rack, Apple store etc - more mainstream stuff) which are the two main shopping areas. To Pearl Street you can walk along the Boulder Creek Path which is lovely. They also have bikes you can borrow for free - Boulder is a biking mecca with over 100 miles of biking trails. They also have free breakfast, wifi, indoor pool, spa and gym etc. Really good value for money.
The Dushanbe Tea house is beautiful and nice for lunch. We love Lucille's for breakfast (as do many people so be prepared to wait, especially on the weekend). The farmers markets will be happening on Saturday mornings by then and although the offerings may be limited at that point it's a great way to get some local color.
There are loads of dining options - what do you like? For truly great pizza try Pizza Locale - best pizza we've had since Italy(maybe even better).

YOu know that the Celestial Seasonings tour is outside of Boulder, in Gunbarrel (about 6 miles; annexed to Boulder a few years ago, but not Boulder proper)? You'll need to drive there; AND right around the corner from Celestial is the Leanin' Tree Museum of WEstern ARt, which is also free and terrific (the outdoor sculpture garden is amazing, too).http://www.leanintreemuseum.com/
