We are looking at taking our Girl Scout troop to Hawaii next year during April. It will be around 30 people traveling. I am looking for economical travel. Is our best bet to use a travel agent? Or should we book everything ourselves? There aren't Girl Scout friendly hostels. We are looking at all options that don't require a crazy amount of travel. We are starting on Oahu and may stay there for the duration to cut costs. We will be there about a week. They want to learn to surf and swim with dolphins. They talked of zip lines and a few mentioned volcanoes...

Suggest you try and contact some scout troops in Hawaii. They might be able to help out, share a campground, whatever.
Maybe this is what you're thinking about by "travel agent" but I'd suggest you contact an operator like Pleasant Holidays before an individual travel agent or agency. http://www.pleasantholidays.com/PleasantHolidaysWeb/Welcome.do In a prior life when I was a travel agent, then Pleasant Hawaiian Holidays always did the best deals.
Tell your girls to be good Scouts and learn something about dolphins before deciding to try and swim with them.

Thanks for your replies. I looked at their council's campgrounds and there is only one that is on the big island and it is 30 miles away from everything. Where we will saving on lodging, we may not save on gas. We have to sell ALOT of cookies either way...
