I'll answer the second part of your question (where to eat)
Lunch:
Café Alcazar (25 Granada St, Saint Augustine, FL 32084-4387) is a true hidden gem…and is definitely off the main tourist path. It is a small restaurant located in what was once the deep end of the world's largest indoor swimming pool, now the Lightener Museum building. The food is quite good (I love their curried chicken salad.) and the atmosphere is absolutely unique and very conducive to conversation. They don't take reservations and only serve lunch (except for the first Friday of every month). If you have trouble finding them, you can phone them at 904-825-9948. For a special treat...you should try Collage http://www.collagestaug.com/ It is strictly a special occasion restaurant, but if you like good service, warm & relaxing ambiance and a creative, eclectic menu, this restaurant is a wonderful experience. They do everything right!

Regarding the Columbia for lunch, it's O.K. (good but not great), and not nearly as good as Cafe Alcazar. My personal opinion on the Columbia is that it's a bit of a tourist trap.

I agree with the above opinion of Columbia.
Don't waste your money.
I have been to the one in Saint Petersburg (very disappointing)
but decided to give it one more try in our local Sarasota place (never again).
I cook better Cuban food at home and I'm originally from Europe so if that tells you anything.....

What about the Reef ??
For a great dinner try Caps on the Water. Eat outside and make sure you are there for the magnificent sunset.
We were just there a couple weeks ago. Food was much better at Caps than the Reef.
There are so many cute little places to eat off St. George St. that I would forget about the Columbia
The Reef is a bit out of the way but has an excellent ocean view. I have never been there for lunch, but dinner was fine. If you're thinking about Sunday, they have a fabulous brunch there every Sunday. You can also get 10% off here http://bigfatcouponbookonline.com/coupons/coupons-page-13.html but not on a holiday weekend like Mothers' Day.
