FL: a day in Busch Gardens or Legoland?

Over Thanksgiving we will visit my MIL in Cocoa Beach, FL then my family in Venice, FL. I am considering a day at Legoland or Busch Gardens when we make the drive to the west side of the state.

My 8 yo is a Lego fanatic, my 5 yo could take them or leave them. I also have twins who will be two at the time of the trip. My husband and I are used to dividing and conquering when we go anywhere but I want to be sure there is enough to do to keep everyone entertained. I know the twins will spend quite a bit of the day in the stroller but I'd like for them to have some fun, not just tag along. I've read that while Legoland says they are for 2-12, there aren't a lot of rides for 2yos (but are there other attractions)? I haven't heard a lot about Busch Gardens with children this young.

Skipping both is also an option. Wdyt?
