I'm not sure you are going to find a rental that provides a boat - mainly for liability reasons. Boats can be delivered to your rental for your use (separate rental).
We used to stay at the White Gate court. The units were basic but we loved the grounds. A BIL would rent a boat and would go out fishing every day - in the keys and up to the Everglades. He could dock there and we'd grill out and cook the fish he'd caught. It may be too simple for your needs but VRBO has lots of rental options. We also went out with Capt Anne Baxter for snorkeling trips in the Islamorada area. She's a retired NP ranger and knows the area well. I like baysise better than the east coast, but that's just a personal preference.
