Not in Dubuque, but in nearby Bellevue, Iowa on the Mississippi is Mont Rest guesthouse (www.montrest.com) from what I hear from friends it is fabulous, but haven't been myself YET. See my post under B&Bs in IL, IA, WI, IN for more.
Just wanted to add that Bellevue is about 20 miles from Dubuque!
There are several but the Redstone is great (for DBQ). Located downtwown.
Sue..I realize your trip to Dubuque was almost a year ago, but your post came up when I was checking something else out and I was wondering where you ended up staying...my daughter and I stayed at the Mandolin Inn there and she has absolutely wonderful, enjoyable, great-to-get-away-to rooms...hope you had a memorable time in DBQ...
