Dolphins off California coast

I've seen hundreds of dolphins off the California coast many times, but I have never seen anything like this:

Ironic, as the National Marine Fisheries Service (NMFS) is about to decide if the Navy will be allowed to test sonar and explosive devices (which will affect up to 40 marine mammal species) along the East Coast, Hawaii, Southern California, and the Gulf of Mexico.
