D.C. Getaway for a couple..where to stay, restaurants, etc...

My husband and I are planning a long weekend to Washington D.C. At the end of April. It is a celebration so we are willing to spend some money to make it a nice, relaxing, fun adventure.
I was thinking of staying at the George Hotel Downtown or The Topaz in Dupont circle. Any suggestions on either (or others)? Also, we are planning on going to museums, etc...which is a better location for getting around or just walking around? We would also like to go to some good (upscale or not) restaurants/fun bars we can walk to. We're both in our late thirties and like to go casually elegant or just casual. Last question...we'll be hitting the Smithsonian and other sites but is the Spy Museum worth it? Thanks!
