Clueless Californians looking to have fun in New England- can you help prioritize?

My fiancee and I will be taking arriving in Manchester, NH on Oct. 23-30. We have never been to New England before and want to know a few things:

1) Should we stay in the White Mountain area or the Boston vicinity? (or possibly half & half).

2) Is Niagra falls too long of a drive from these areas?

3)We have no idea how far north or south is worth going to i.e. up to Vermont or south to Rhode Island.

4)Are we waaay to late for the foliage, or will we still get stuck with foliage hotel rates?

5)We love historical places, beautiful natural scenery and small, charming towns, any suggestions?

Sorry for such a long question, but any help you could give us would be greatly appreciated! Thanks!
