Restaurants open until 11 or so - many shops until 9 pm. Street vendors - depends on wht they're selling - bkfst, lunch stuff or????
By dark, Chinatown is much much quieter. I think you'll find that most stores are open until 9 in the summer, but it's not the bustling touristy place it is during the day after dark, or really after about 7pm.
