"The best" depends on what you want to do (just stroll? see a concert? row a boat? visit the conservatory garden?) and the weather.
And of course also whatever else you plan in doing in NYC and maybe where you want to be before and after the park.
To row a boat, visit bethesda fountain, see street performers, etc. We will bethere on a weekday in june.
Well there are some street performers in the park all summer long during daylight hours, but many more on weekends than weekdays. Boat rentals stop by 5:30 so basically any time that the weather is good. If it will be really hot that day, I'd want to get out of the sun by noon!
