I don't think there is a Sheraton in Bloomington, IL. Otherwise, that'd be my guess too, missypie!
CAPH-I think there is a Sheraton 4-points in Bloomington, Illinois off Veterans Parkway to add to the confusion.
There is a Sheraton Bloomington in Minnesota. When I select Minnesota posts this one comes up, so it looks like that may be what the OP was referring to.

Pegoode, inside the Mall of America, the Napa Grille and California Cafe are both good, not mall-y.
If you're willing to drive into Minneapolis, Al Vento is a very nice Italian restaurant that is a stone's throw from Bloomington.
Farther into the city just a bit, Levain is my favorite restaurant in the Twin Cities, great, creative chef, slightly noisy dining room.
Maybe it's the Bloomington that's near Springfield? Near Columbus?

Yup, it's Minnesota. Thanks for the tips E. I usually avoid mall restaurants, and malls in general, but sounds like there's a couple of places there worth checking out.
Yes, I don't usually direct people to malls for fine dning, either! But these really are pretty good if you must stay in Bloomingotn, and if you call ahead, they can tell you which entrance (to the mall) to shoot for so you don't have to tramp through the whole thing. Good luck!
P.S. There are so many great places in the Cities, I hope you can escape the 'burbs!
