Bismarck to Williston, ND

Which is the most scenic route route from Bismarck to Williston? We are considering two possibilities. One choice would be to take I-94 past Dickenson then go north on US 85, which borders Roosevelt NP. The other would be ND scenic road (per Rand McNally!) # 1804 that follows the Missouri River all the way to Williston. Both routes are roughly the same mileage. Scenery is important, but so are good roads. Would appreciate advice from someone familiar with the area.
