Assuming a summer reunion, you'd probably be best thinking of checking out the Ocean City area. The traffic through the Rehoboth area is generally horrendous. I can't speak to the restaurants, but I've never found much to do in Bethany. It does have a nice little downtown, but it's the home of the biggest blight on the Delaware shore--Sea Colony.
Airports? I prefer BWI, but PHL might be a better choice. It is on the S side of Philly, so you'll have a relatively straight shot south.
I'm not quite sure why you would want to fly into Philly. I agree that BWI is probably the easiest in terms of hopping on the highway without going through or around DC.
PHL is a pretty straight shot down, and not much further (although in the other direction) than BWI. If it were me I would make that decision strictly on which was cheapest, and or most convenient timewise. Lots of nice beach towns, lots of action (restaurants, bars, arcades, etc) in Ocean City, which isn't that far away. There's a nice racino in Dover, too, if that is something you'd like.
