Best City to Visit in Canada?

I've been to Toronto once. Which is the best reasonably priced, not-too-touristy city to visit?

whirlwind: That question is impossible to answer without knowing what you like to do. The cities mentioned so far are vastly different from each other.

I think I would head to Quebec City...Victoria only if I already lived close..I would not fly out to stay there...but certainly interests are a factor.

Why "non touristy"? Normally that will also mean "least interesting" because if it is interesting and neat, then the tourists will be there. Victoria HEADS the list for touristy.
My favorites in Canada? Montreal, Quebec, Halifax, Vancouver. Maybe even Ottawa.

I will throw in a vote for the West.

Calgary is great with the Stampede and a tour of Olympic park.

I have heard great things about Victoria BC but have not been there personally.

On the other hand, I am a Toronto fan as well.
