I think that having a balcony room is a lot of fun, but I don't think it is essential. On our last trip to NOLA, we stayed at the Place d'Arms on St. Ann - we had a balcony room and really enjoyed being able to sit out in the morning with breakfast and in the evening for a last drink before turning in.

One thing to consider about balcony rooms though is the location of your hotel and noise. St. Ann is a quiet street, so the only real street noise we heard was from carriage rides going by, haunted history tours, and early morning delivery and garbage trucks. If you have a hotel on the main part of Bourbon street with a balcony, you may have quite a bit of noise into the wee hours of the morning - that may or may not be bothersome depending you your plans
Not central at all, IMO.
