Is this for business? It isn't clear what kind of equipment you need, but if you are making a presentation in the hotel, you should ask the hotel about that.
Prices won't change by whether it is a holiday or not.
If you want to watch DVDs in your room, I suggest you just forget about it and watch TV instead. And the TV could even have on-demand for movie rentals. I can explain how you might rent DVDs cheaply (Redbox), but it sounds like there is a language problem and so I just think it's too complicated unless you have a really good reason why you must do that.
You will have to explain exactly what equipment you need to rent before anyone can answer your question very well. The best company would probably be local, not a national brand. If you have a hotel with a concierge, ask him or her. If this is for a major business event, the hotel should know.

If you are making a presentation in a hotel the hotel will usually require that you use their in-house services rather than bring in someone from outside.
If you are talking about something for your persona use - I think I just don;t understand.

Do you know what an ipod is? I suggest you buy yourself one, or something similar and bring you own device with you.
If you are looking for places to buy cheap electronics in the US as you have no ability to get them now (where are you from?), the closest I can think of to Dupont Circle is the Best Buy at 3100 14th st NW
http://stores.bestbuy.com/1092/
There is also a Target at that same location and they have some things, also

I don't know where you would be in Washington to be more specific.
I would not bother trying to rent a sound system for your hotel room, buy an MP3 player or Ipod, etc., and load it with the songs you like before you come. If you insist on buying something (and buying CDs? ), this will get expensive, but there are some cheap players at those places, also. You won't be able to rent anything like that.
