Are Turtle Bay Resort grounds open to the public?

Are Turtle Bay Resort grounds open to the public?
We'd like to hike a few of the trails and snorkel at the cove next to the resort. Are both things open to the public? Is there a fee for parking? (We're not staying at the resort.) Thanks!

When we visited Oahu in fall of '04 we inquired at the guardhouse about just going snorkeling there for the day and they gave us a no charge day pass.

You do not have to pay a parking fee to go to the beach. When you stop at the security station, tell them you are going to Kuilima Cove. They will tell you where you can park. It is a short walk to the beach.
All of the beaches on Oahu are open to the public and are free to park (except for Hanauma Bay). Some, like the lagoons on the Leeward side have limited free parking.
