You can avoid I-95 by using part of the Skyline Drive in Shennodah Nat. Park and Blue Ridge Park Way. You can also detour to Charlottesville and Thomas Jeffersonb's Monticello. Also some VA wineries in the area. Then into North Carolina and Ashville, before entering Smokey Mt. Nat. Park and crossing into Tennessee. From there you can cross from Knoxville to Chattoonaga and south into GA.
More scenic routes from the Smokies would be US 441/US 23 or US 19.
