This is such an important question that you really should be checking directly with Canadian immigration, rather than relying on this board.
Most of the participants here are more likely to only be knowledgeable about short stays, rather than an extended / permenant visit as you suggest. If someone gives you wrong info, he could be in some serious hot water.
try www.canada.gc.ca it's the gov't site and a good way to find links to all kinds of info about canada, there should be link there for the dept. of immigration
