I was wondering if I could bring both Bag 1 and Bag 2 without having to put on of them in the stowaway bins above. One is more of a purse than the other, but I would be interested in bringing both. Should I even bother and just fold Bag 1 up and put it into Bag 2?

Usually the rule is 'one up and one down'.
If you can fit bag 2 underneath your seat, then you should be ok.
One caveat. A lot of seats on newer airplanes have audio/visual equipment taking up room underneath seats.

The rules do vary between companies. Pay particular attention if you are using so-called budget airlines which can be very strict. easyJet, a giant European carrier, for instance, allows only one bag into the cabin, and they mean ONE: a purse or a brief case is that ONE bag. So it is wise to read your airlines' website fine print.
Depends on airline and flight. If you are flying a major airline from the US to Europe, you can easily carry on both.
