Suggestions for travel in December- Belize or Maui

I would like to plan a suprise trip for my boyfriend and I for his 40th birthday in December. I just want to take him to a place where we can enjoy the sun and do a little sight seeing. I would like to plan a 3-4 night get away in a warm place; either Belize or Maui but I am not sure which would be best. I would like to stay in a budget of 2400 total for hotel and airfare.
