Phone services in Western Europe

My boyfriend and I are travelling from USA to England, Netherlands, and Germany. We will be gone for 3 weeks in August-September. We have our phone/data package through Verizon. Would it be cheaper and/or easier to add international coverage to our plan for 2 months, or should we get burner phones over seas? I just don't know if I'd have to get a burner phone in each country, or would one work in all three countries? Phoning for a friend!
